Fees of any college basically fixed .. there is actually no 0 fee college in India , but you  may say.. scholarship benefits is available in many Govt as well as private colleges where student's tuition fees are waived as per their scholarship rules and merit rank also.. In some cases, the mandatory additional fees like Hostel charge, Registration fee, exam fee is not included in scholarship amount .In this way , a student can study almost a very low fees in those availed colleges .

Besides  that, taking student loan/education loan may help a student to study with no worry in his/her college journey.. There is some protocols for taking the loan which you may get through your nearest Bank .
